Yeah I just started actually caring about Runeys recently since all my crops were dying. I actually find balancing them one of the most annoying aspects of the game, but I finally got all the areas back to green so hopefully things will be easier from there.

Got some bad news: Green runeys die like the plague, so you may end up having to put out fires again soon.
I've finally hit on a strategy that seems to work: Leave several crops on your farm unharvested. This increases the production of all types of runeys. After two or three days, harvest a dozen or so of each type, and loose as many into an area as you need (you'll find you'll rarely need to release blue runeys). Keep focusing on increasing the total runeys in the same area untill all four types are at around fifty: after that, they'll be so numerous that they never seem to die out. Rinse and repeat for the next area.
Oh, and getting more areas "prosperous" does indeed increase harvest time considerably. At three such places, I'm shaving off two days/plot.
