Agree with what many others have said: woman's behaviour was stupid but she should have got a refund since she didn't get what she paid for.

Exactly.  911 gets enough calls already, no need to hold up the line with a non-emergency.  She should get fined for that.  There's always 311 or 411 depending on where you live.  Or ask to speak with a manager.  I've never had a problem getting a refund if they didn't have what I ordered.
