If the DS got its own CoD game say six months offset from the other platforms, it'd probably perform better. When it's released day and date like that with the same name and everything it's seen as just an inferior port, even if it's actually pretty good.
Look at Nintendo's games, there's very few day-and-date, same title multiplats between Wii and DS there.
These games aint Nintendogs... put a puppy on the front cover and they will sell like crazy

Actually IGN gave the Call of Duty games pretty good scores.

COD: WAW - 8.3
So not as great as the console versions, but definately not bad.
I think there is a perception that these games are "me too" cashins, and most fans realize it.
