SF4..SF2 isn't 'just for seasoned vets', but its not as good as 4 will be through updates.
3rd Strike is nice guys, but you're making it seam like it's leagues ahead of 4. It's not. Once 4 gets a balance update from capcom via download, which it will, the game will be superior to 3rd Strike in almost every way.
Don't get me wrong - I love 3rd strike, I'm an Ibuki fanatic..I go to a pc Cafe where we get about 15-20 people alternating on 2 big screen tvs playing 3rd Strike. It's a great game..but 4 is the future. No one, including myself, is going to stop playing 3rd Strike, but the majority of people, including almost all hardcore vets, are going to main SF4.
I made the same decision a month ago when I decided to buy Super Street Fighter II Turbo: HD Remix. I hadn't played street fighter in probably 5-6 years. Here were my reasons for a purchase
1) I'm familiar with Street Fighter II Turbo, so most things would be the same
2) It cost $15 compared to $60
3) I think SSFIIT:HDRemix looks a lot nicer
edit: oh, and if you get SSFIIT:HD Remix, add me on PSN and you can probably beat me with a few weeks of practice

Ok, I should clarify my opinion a little.
I think SF4 will ultimately be what you want. However, from what it sounds like, you're not that hardcore into it. That said, I'd recommend Street Fighter II Turbo HD Remix. SF4 is more like SF2 than 3rd strike. Basically, you can play SF 2 and get a good feel for how 4 is going to play (obviously, theres differences, but they're not as major as the differences between 3rd strike and 4).
In a few months time, you can pick up 4 at a discounted price, maybe a used copy, and you'll already have a little experience getting back into Street Fighter, so playing 4 will be a little easier than if you had jumped straight into it.
It'll also be cheaper in the long run. If you get 2 and decide you'd like to start playing the game a little more, you can plan to get a used copy of 4 like I said. If you get 2 and decide you're only going to play it here or there and don't really want to get into Street Fighter again, you've only spent $15, not $60, and you can avoid the larger price tag - even for a used copy.
