Simple. They really want to target the Halo and other FPS crowd. Nintendo knows that if they can prove the FPS controls on Wii are only 2nd to PC they can create the real 'Halo-killer'. Or atleast push FPS 3rd parties to make some real good FPS games on Wii, which will sell more Wii's and other Nintendo products.
