Nintendo.
Nintendo is a country now? I guess they have the money.
I might move there, except they probably don't have very good beer.
I only drink beer when I'm in Japan actually. Well, I only went there once, and I hadn't had a beer in about a year, but I had TONS of it while I was there. It's in vending machines everywhere you go, even on moving trains. Haven't had a beer since, in over a year.
But yeah, Nintendo's a country and I'd love to move there too.
I would still rank the USA first. Infinity Ward, Blizzard, Insomniac, Naughty Dog, Sucker Punch, 2K Boston, Bethesda, too many to name.
Japan are a reasonably close second, Capcom, Nintendo, Team ICO, Konami, Kojima, Sega, Square Enix, loads, but not as many as America.
England in third with Rare, Lionhead, Media Molecule, Free Radical, Evolution Studios, Rockstar, and many others.

Not to mention Black and White, Populous and Second Sight.
Burnout is UK? Seriously?
It's all about preference. And for me personally I think Japan closely followed by USA.
People who say Japan mostly do it just to sound original. They want Japan to be the best (well I want Sweden to be best too, it just ain't). But if they were honest they'd realize that the US makes by far more good games than anyone else.

Yeah, Criterion. Their games are all set in America (well, Burnout looks more American than British and BLACK is about an American Spec-Ops type person, I think)), but they're British.
