The Foundry Company is AMD's manufacturing spinoff. AMD already makes the graphics chips of Nintendo's Wii and Microsoft's Xbox 360, and they make high-end CPUs for PCs too. AMD also has plans to put their CPUs and GPUs on one chip for decreased power and cost, and increased performance, so it would be a great choice for a console. AMD also makes chipsets so they could have total integration of the hardware to match with the all-MS software platform.
I'm guessing Microsoft, because AMD's CPUs are PC-compatible so it will be even easier to share games and technology between the Windows and Xbox 360 +1 platforms.
One side-effect of this news is that the chips will be manufactured at 32nm with a die-shrink option to 22nm mid-cycle.
