Well, the game saw an official release in JP, so it's not something to be disregarded entirely. Whether or not it's an officially released cartridge, I couldn't say. All I know is that TMNT was released in Japan.

then the next question is if it's authentic and not pirated asian version. if it's one of those pirated ones then it's not worth crap.

How can you tell if it's one of those pirated asian versions? It's white and there's English text on the back, and when I search for it on eBay, all the ones I see have black cases, all with Japanese text. The white one's title is in Japanese text, but that's all. At least I think the title is in Japanese text.
