Also, I think that relatively speaking, the difference in graphical power between PS2 and Wii is much greater than between the 360 and PS3.

In some ways, yes.
But the budget of the game as well, a multiplat game has to be designed to fit on the DVD of a 360, but this isn't a favorable way to build a game for the blu-ray, but developers can't afford to redo the way the game is put on to the disc. Or rather, it's not worth the investment.
Quality wise you might have a point. BluRay has much more disc space and ultimately I think it houses a little bit more horsepower.
But I think the PS3 can be extremely happy that it's close to the 360 in power so it's easy to bring a game for both platforms. If this wasn't the case I think PS3 would have seen a lot less multiplatform games.
