Or...GTA4 was delayed because the PS3 version wasn't done in time.

You can twist it any way you want...it's all just speculation.

IT could be either version, but I just think Rockstar did not give itself enough time. PERIOD. Whether having problems with one version or the other, the game was just too big to be done so soon.
