I think this hurts the 360/PS3 equally. Both Sony/MS want to sell systems - and this title would have done that on both platforms.
Although MS has "more to lose" (more 360's will sell for GTA), this could hurt Sony just as badly - if not worse.
MS now has a high profile, AAA title for start of next year - to counter MGS.
And if UT3/Haze are delayed (no reason to doubt), that does leave a big gap in the PS3 schedule.

In short - with this Xmas looking like the biggest ever, there are still plenty of titles coming out for the PS3 - even without GTA. It just moves some of the battleground to next year.
But no question that the 360 now has more big names/established (exclusive) titles coming out:
- Halo 3, Mass Effect, Bioshock, PGR4
