The problem is that the COD4 engine is based on DirectX. It's obvious that they tried to cram it into the OpenGL based TEV unit. That's why it looks inconsistent. The lighting is the most obvious. In the outdoor environments, the lighting looks very good. Once you get inside though, it looks flat and almost non-existent. Not to mention the lighting has almost no affect on the character models (which look awful) regardless of where you are. It definitely could have used some more time in the oven.
