Probably the amount of required sales varies greatly amongst titles, obviously developing a new high profile game like Resistance costs more to make than largely juist an enhancement of a previous title like Ninja Gaiden Sigma.

Resistance sold more than 2 million copies worldwide and Motorstorm over a million copies. And even when taking out of account the rest of the world, Ninja Gaiden Sigma and Virtua Fighter 5 sold way more than 80k by retailers in just Japan and North America, so you are exaggerating quite a bit.
