Even Hideo Kojima himself the owner and creator of MGS series said: "no way in hell would MGS 4 ever appear on XBox 360". Kojima is a big fan of PS3 and he hates XBox 360.

Keep dreaming 360 fans and enjoy the games you have and tell your company stop stealing PS3 exclusive games. It is not fair. 360 stole DMC 4, GTA IV, FF XIII at E3 08' and now Tekken 6 at TGS 08'.

Yeah, it's totally not fair that Xbox 360 owners should be able to play those games too-

 First off, Kojima doesn't own the MGS rights. Konami does as evidence by the port of MGS2 to the Xbox without his consent and the fact that MGS4 was going to be done completely without him. Secondly. Kojima wants to make a 360 game so he clearly does not hate the 360, and has expressed being tired of working on the PS3 for the time being. Thirdly it is not up to Microsoft or Sony where the mentioned games go so it is not stealing at all so much as it is offering third parties a better deal.
