So  I won a Wii tonight.  Woohooo!

I need advice on setup....Does it matter if the strip goes on top of the TV or down by the base?  Is one better than the other?  My TV sits on a table about 2 feet off the ground.  Top of the TV is about 4.5 or 5 feet off the ground.

Any advice would be awesome!  Thanks.

First off, congrats!

As to your question, you can set whether the sensor bar is above or below your television at the Wii Options Menu. I personally prefer it above the T.V., for aesthetic reasons, but which one you pick depends on how you've set up your T.V. Remember, you'll have to be pointing at it for several games, so pick a place that's most comfortable and convenient for you.

The sensor bar can go on top or the base, it doesn't really matter. Just make you select where you've placed it in the settings.

As people have already said, the sensor bar can go at top or bottom, and it really doesn't matter except for personal preference. Just be sure to make the correct setting in the Wii menu.

Personally, I prefer it on the bottom of my TV (probably because I sit on the floor while playing, so the angle seems to work better), but recently one of our cats has taken to napping at the base of the TV right where I had the sensor bar mounted. So, to preserve feline harmony, I moved the sensor bar to the top of the TV.

Forgot to mention, if you haven't already, then update your wii. If you don't have wireless internet, then go to someone's house and update. Otherwise you won't be able to play some games (most notably Brawl).

By the way... I highly suggest you to buy the component cables. They make a huge difference.

Where you put your sensor bar depends on where you are sitting, as ramuji said, i also second the component cables suggestion, and as i have nothing original to contribute to this thread i'll stop typing now.
