Have you ever played Resistance 1?
I've played and owned Gears of War for the XBox360 and Resistance 1. I've played both to completion, Resistance 1 on normal, Gears of War on Insane. I've also played both in multiplayer and co-op. And Resistance 2 looks to completely overshadow Resistance 1 on every single front. But the reason of why it does is because, as you said, Gears of War 1 already did so many things well, that there really wasn't as much room for improvement.
OT: Gears of War 2 will sell 5 million, Resistance 2 will sell 3 million.
