If you know some German you should be fine. A lot of the younger people know English as it is required in school. German is also a popular language as Hungary borders Austria. 

There is plenty to do there. They have many churches and museums to visit. They also have Europe’s largest synagogue. You will likely spend most of your time walking around the city and admiring the beautiful architecture; the parliament building is breathtaking. It is also renowned for its hot-spring bathhouses. If you decide to travel there, you must go to the szecheni medicinal bath. There are other great places to go in Europe, but Budapest is the best.

Berlin, on European city I've been to. Its very nice imp.

Stockholm is a great place... lots of stuff to do, very pretty. the Ice Bar is really cool (and there is an ice hotel that they make each year somewhere, not sure how close it is to Stockholm centre though)

What? It wasn't a smart ass response. If you'd get married just before christmas, you'd may end up getting married on a day that sun doesn't rise at all. There's Santa Claus and during the nighttime, aurora borealis, on a dark sky, over white snow would be pretty much guaranteed.

I'm from the Netherlands but don't really recommend it as it's probably quite expensive. There is a lot to do though as almost everything in the Netherlands is not that far away traveling, especially Amsterdam.

I suggest Prague though. It's invaded by English every year so they know some English (everyone in Europe does actually, apart from the mediterrenean country's), still pretty cheap, some of the best architecture ever seen in a western society. Also if you don't mind driving it's only a few hours to Poland, Austria and Germany.

I would say Paris. It is the romantic capital of the world after all.

Also Rome or Venice. 

EDIT: Most people in Europe can speak English, so that won't be much of a problem.
