I've read some complicated theories about this. Some believe that the curvature of one's foot is similar to the "hour glass" shape that has been used in professional models and coke bottles (both very popular, wouldn't you agree)? Actually, there's a lot to the "hourglass" theory. In a male-dominated world, the hourglass is reminiscent of the female figure. Men like sex. Curves are also naturally appealing to the eyes so the effect is compounded. Then you have the high heel effect, which accentuates a woman's ass, legs, and feet. It makes sense when you think about it.
