There may have been development, but I felt it to be shallow. There was nothing present in the game that made me feel for the characters. Their personalities were boring, and the character's weren't layered, you never felt that there was more to them besides what was shown.
I won't go into detail about Kairi because she is the token damsel in distress with virtually no personality besides being "nice".
Sora may have went through many obstacles, but did it change him? I don't think so. He's always had two sides to him the whole game that alternated. The happy go lucky side, and the serious side. When he was in a disney situation, he was hpy go lucky and childish, when he was in a heartless situation, he became serious.Even if he did mature, in what instances did this show. I don't think saying something like "Why won't you help me Riku, I have to save the world." is maturing. In fact, I'll go so far as to say that his character is terrible. It's like he never thought about the severity of his situation, there is no depth, and sometimes I think that the game would have been better off if they found a way to keep Sora as a silent protagonist.
Riku is just used as a plot-twist machine, though I'll admit that he did have the most development of any character in the game. He can't grasp the fact that such a big part of his life was taken so he resorts to evil to try and get her back, only to be consumed himself. The problem with Riku is that I didn't care when he turned evil. The game didn't give me enough time to get to know this character before it shoved darkness down his throat. I bet at the end they make the twist-machine good again, and "realize his wrongdoings when dabbling with evil".
I'll agree to disagree if you want, but I honestly think the characters in this game suck.
