Report this post is good enough. You can use that to link to other posts from the offending user explaining why you feel it's reported. Either way, if a report user button was added you'd have to link to all the posts anyways, so it makes no sense to waste 30 minutes coding it.

Not really, you can still be a maniac at slow speeds. My dad manages to drive safely despite nearly always being above the speed limit
