I really don't know enough about the companies to say anything smart, so I won't try.
I will say that Tecmo isn't very strong outside of Japan and now they have lost their best talent and executives.
If S-E buys them I would think it is for their IP.
I would cite regulation, but I know you will simply ignore it.
It is the opposite Steven.
Tecmo strenght lay outside Japan ( think Ninja Gaiden, Dead or Alive or Fatal Frame ).
The problem of SE is that they make only JRPG ( almost ) and they want to expand their appela to western market with action games.

This isn't a merge ( like when Squaresoft and Enix swap their stokes, with Enix gains major ownership of the new SquareEnix ).
It is like when SE absorbed Taito. Taito is now a SE subsididiare, it still has its name but it is fully owned by SE ( like Hudosn still retains its name but is owned by Konami ).
