DS is loads better...
but PSP is easy to make loads cheaper...
really depends on your choice of quality vs quantity...

1. Because the PSP is hard to see in the car due to the the screen. 3000 model will have a brighter screen.
2. Because PSP is so awesome you won't be able to handle it.
3. God of War: Chains of Olympus will only last you 5-15 hours, depending on difficulty/replays
4. Because while the Phone bill is $150 and the PSP $200, in 6 months the phone bill will be $300 and the PSP still be $200, and will be the (marginally) superior PSP 300 model. You save money for MORE PSP GAMES in the long run by buying a PSP later and paying the bills now.

Don't buy a PSP right now...just wait till around the holidays to buy one. Since Sony will be launching the new PSP-3000 model with improved LCD screening.
Just wait it out bro...I'm going to trade in my PSP-2000 for the PSP 3000 when it releases and hopefully around the time we will have some news on KH: Birth by Sleep to help make your purchase quick!
The principal rule to remember with Sony products is just wait a few months and a better/cheaper version will be out.
Have you heard the rumors of Suikoden 6 on PSP?
The only decent reason someone could possible give to not get a PSP is the low battery life.

There was a half a dozen GoW bundles in a Westbank Walmart a couple weeks back. I can check it again for you if you like. I am almost certain they are still there.
OT: If you don't have the money then don't buy it. Games are not important enough to mess up your finances.
