There are already 29 for this gen. They aren't just making HD games. There's no trend. You even back out of your first statement that they are making "less and less games each gen." So far, they have made fewer games this gen than last. It's not near over yet.
I think they have been quite successful thus far.
Final Fantasy XI and expansion packs and project Sylpheed both pretty average games so no surprise on low 360 sales
oh there is a Square Enix interview on UK xbox live marketplace if anyone is interested.. can be watched here if you dont have xbox live.. be warned tho the first interview the translator is difficult to follow

Last gen: 91 games.
This gen: 32 games and we are 4 years into this gen.
There's like 20 games announced so far, but they won't be released until 2010. By 2010 52 games, that's 6 years into the gen and I don't think there will be another 40 games in a year before the new handhelds are launched.
It's obviously correct that HD take up a lot of resources and slow things down. FFXIII and FFvXIII are the best examples (Been in development since 2005 if I'm not mistaken). They have only been succesful on Portables this gen, but the biggest mistake they are making is that they are releasing 1 game/year on the Wii. Big, big mistake that they will probably regret once Namco and Marvelous make it up for the RPG's on the Wii this gen.

I tried to watch that interview but the translator sounded like he was a Japanese person trying to speak English and because of that, it was hard to understand what he is saying
