they frequently have video game deals and promotions. They are currently running 2 games/$40 at some canadian locations. Most of the games they have up under the 2/40 signage are pretty weak. GT5P, alone in the dark, wii ski, darkness 360,  etc. But ask and they are even willing to pull rental copies to put up for sale. For example:

They have single handedly made gaming much cheaper this gen than it was for me last gen, even with games going for $10 more at retail. Thank you rogers for making gaming more affordable.

Wow, nice. Me and a friend are about to walk up there to rent some games, maybe I'll just buy a couple if I see a deal like that.

Dude Blockbuster also has some sweet deals, but only on the 360. Also rogers does own. I live like a block from the HQ.

- if they are running the 2/40 promotion

- when they pull their rental copies to put up for sale

if you are nice they might let you buy a couple rental copies before they normally pull them.

if I'm not mistaken it would be saskatchewan.  he got charged 10% sales tax and that is the only province in which the gst and pst adds up to 10%.

the rogers videos near me are cheap and never have any non movie deals (except on boxing day).
