Torque is a great tool and works well with XNA so I hear. If you're looking for free Scrolling Game Development Kit isn't bad and definitely worth the free price.

As for animation tools, since you're making a 2D game you're just going to have to make a lot of sprites. Photoshop is the best but you can use most anything (even Srolling Game Dev comes with a special tool).

There's a free demo that lets you make games, it's pretty much the whole thing with out the ability to make exe's in the demo.

 

In my freshmen year Game Dev class we used this and it worked well enough.  My friend and I are currently working on a new one (using Game Maker again) and we're going to enter it in the IGF student competition :P

Wow, that looks pretty cool.  I'm going to try that out.  It doesn't look as easy but it seems like you can do a lot more stuff easier for scrolling games.

Torque seems interesting. It even seems that Protothea, the recent WiiWare game was created using the Torque for Wii dev kit. I think I'll start in yoyo to get some of the basic concepts down....then maybe graduate on to Torque.
