It has to be Red Steel. Red Steel is also a much better game than most people give it credit for. Those that actually have played it usually like it. Those that listen to reviewers and never play games hate it.

Epic stated in an interview for Gears that (GEow) development cost (obviously not including the U3 engine development costs) were at $10mill, while the U2.5 Engine costs + Red Steel development costs (including porting it to the Wii) cost Ubisoft $12.5 mill supposedly.
Kinda ironic that the 1 Wii game using a Epic graphics engine is a million seller, and yet they say their games don't sell on Wii. Talk about speaking like a hypocrite. :p
Btw, Red Steel *is* pretty good when you customize the controls around the bugs in the game (turn off the wiimote rumble and volume, many of the control problems are created with those turned on for some reason).

Red Steel handily. Boom Blox, My Sims, and Sonic were all fairly low budget. Guitar Hero III probably cost a lot, but most of that came from liscensing, which I'd imagine was split between the four consoles.
Red Steel 2 may top that, but likely not by much. Just that they're taking their time with this game.
A flashy-first game is awesome when it comes out. A great-first game is awesome forever.

Games such as Spyborgs and Final Fantasy Crystal Chronicles should be about in the $12M range.
