I'm assuming you mean FFI, and I have no clue why you would expect it to.  I bought both FFI and FFII in the bundle pack with the GBA enhanced graphics for $10 (including shipping) off half.com.  How many people out there are going to pay $30 for just FFI with better graphics and 1 extra dungeon?  Much less pay another $30 for FFII, totaling $60 vs. $10.   Which deal seems better to you?  I'm not even buying the FFT remake.  I rarely buy remakes as it is, and I'm certainly not going to buy a remake to a 20 year old game for full price.
