Since FF has been in devlopment for PS3 and Blu-ray for a long time, we can probably assume that multiple discs will be needed, especially for a cut-scene heavy game. We've had a few threads discussing how many discs the game would need.
One fundamental problem arises in just splitting the game into multiple discs. World map, dungeon, and town data take up alot of space - more than they did when the games were on PS1. On multiple discs, you would have to repeat the same data on many discs, which may not leave alot of room for cut scenes.
The best way to get around this would be to install the world map data to the hard drive and run the cinematics off the discs. Do you think MS would let SE do this and possibly require Arcade/Core users get a hard drive for the game? SE did make use of the HDD for FF 11, but that was an MMO. I personally think MS should waive the requirement if SE needs the hard drive. For Core/Arcade users, getting a hard drive is alot cheaper than getting a PS3 to play the game.
