Will MS allow SE to use the HDD for FF 13 if needed?

I don't think MS will allow it. If they made a hard drive mandatory it would cut out all of the Core/Arcade owners and anyone with a 20GB (13GB realistically) drive that doesn't have enough space left on it. I think it would piss too many people off.
