i dont think any of you who said no really understand the situation, not that im going to comment on it directly.
there are certain things that need to be on every disk: normal 360 things, any part of the game that can be accessed from anywhere, engine things, character models, etc. this brings the total room for cutscenes on disk down by a lot. without an install those might bring it down to 2-4 gigs of cut scenes per disk which might make the amount of disks a complaint to everyone.
installing a special disk to the hard drive would mean that each disk would have cutscenes and nothing else.
