I´m sorry but you are wrong again... FF13 is not developed to take full use of the PS3, is developed from the PC and the port it the PS3, the same goes with the 360, I´m really sorry that you can´t understand this, but try to research more about the WhiteEngine/Crystal tools and you will find it, they are not going for optimization on one platform they are aiming for easy and cheap multiplat developtment and this can only be achieved when you left out a big chunk of especialized code...
Again, once the game is finished, it will be ported to the PS3 (I´m no surprised if they are constantly porting the game in order to check that all is going like they want), realeased on Japan, and then making the translation and port to the 360 (Easier and more clean like all the devs have stated before)...
Cristaltools = middleware to port from the PC to console... I´m really sorry that you really don´t know what are you talking about but and since a lot of people here have prove you wrong, I shouldn´t be surprised...

It is developed for the PS3, but is being ported from the PC, let me put it for you in this way, do you think that the devs are going to build the engine for the PS3, then put on the dev kid start the debugger and run it every time they want to prove something???
And they are not going to take the PS3 version and port it to the 360, they are going to use their tools to port it from the PC to the 360...
Neither the PS3 or the 360, are the main figures this time, this time the main actor if the middleware, they want tools to make multiplatform tittle, they make it work on the PC and the port to the PS3 in order to check that everything is working, like the UT Engine, or Capcom with DMC4, they are not working directly on the PS3 dev kits, since they don´t want that path, that solution is obsolete to them and other devs are working on the same solution (UnrealEngine, CryEngine2, CrystalTools) all of them run on the PC and all of them can build ports to the consoles...

Since you looked up the definition of port on wikipedia, know it all, i also went there using your definition as a search item. I found this quote at the bottom of the page.

FF13 is designed for ps3. Not for PC, not for 360. Therefore it does not meet the criteria listed in your "Wiki-nition".
You can program something using anything, as long as the target platform is what it is being used on, (console, calculator, sandwich, who cares what) it is not a port. It becomes a port when that program is then altered to be used on something else.

Square Enix has gone PC. On the first day of the show, the Japanese game publisher announced that Final Fantasy XIII is coming to PlayStation 3, Xbox 360 (in Europe and North America only) and PC. During a press conference following the Microsoft event, Final Fantasy XIII Producer Yoshinori Kitase discussed the new development strategy that Square Enix has taken with its upcoming games.
Aside from the new The Last Remnant game, which is being created for Xbox 360 and PS3 using Epic Games’ Unreal Engine 3 externally, all new internally-developed games from Square Enix, including Final Fantasy XIII, Final Fantasy XIII Versus, and an untitled new massively multiplayer online game, utilize the new PC-based Crystal Tools development environment. These tools allow development teams to create cross-platform games.
"The content will be the same on all platforms," said Kitase. "However, we have yet to determine how many discs will be required for the 360 version. We'll have to consider the differences between formats. Currently the game is being built on PC, where it's actually functional. We're still focusing on making it work on PS3, so it's difficult to know how long the process of taking it to 360 will take."
Thanks to the new PC development platform, Kitase added, "Now that we're developing on a PC base, the pace is going a bit faster," Kitase said. "We haven't introduced new footage of the game, but we should be able to show something new in the near future."
Square Enix showed the beautiful pre-rendered trailer for Final Fantasy XIII at the end of the Microsoft press conference. The publisher has a big event scheduled for Tokyo next month where the first new information will be revealed on all Final Fantasy titles. Previously, the publisher released its online game, Final Fantasy XII, on Xbox 360 and PC.
