possibly 3d on the lower screen and a 2d map on the upper?
I hope it's 2D, I hate running around in 3D with a D-pad, like in Lego Star Wars or Mario 64 DS.

It wasn't removed from the scene. It still lasted 5 years. And you really got the comment out of context. It was about what the DS could do, not whether the N64 lasted.
A flashy-first game is awesome when it comes out. A great-first game is awesome forever.

That was really not connected to his statement in any way. He talked about the N64´s graphics capabilities not about its market share... we´ll just pretend you misread it okay?

The current limit for DS cards is 2 gigabits with ASH being the first game to utilize such a card. Games on the DS can easily be 4 times the size of the largest N64 cartridges (like the 512 megabit Resident Evil 2).
From the announcement, it sounds like GTA-DS will be fully 3-D, and I have no doubt that Rockstar will be able to make it work. It's also rumored to be online.
