It is more that just games the games, it is the sense that the 360 is a distinctly un-japanese console that now being eroded as large japanese studios produce big games for it. Square is saying (with intent or not) that this is a console that is successful enough for us to put our big games on, so please take notice.
I think the reason the 360 and ps3 have had poor sales so far in Japan is that the ps3 has been approved by their culture but people are still waiting for the distinctly Japanese games, while the 360 has these games but does not yet have the big thumbs up from society yet. The Wii is the only console with both parts, which is why it is ruling Japan currently.  Well,  that's my thoughts anyway.

Well, there is a chance that SE makes the game region free, so that they can import it from the west.
