they won't be showing off FFXIII or do you think that they are gonna surprise the audience with gameplay?

I don´t think the´re showing it, no. I think because, if they did, it would start a precedent. They would have to do something surprising and unexpected every year and that would be a problem.
There may be a short trailer, don't expect anything more. It'll be fully shown at TGS later in the year.

for now, e3 is about catering to the western audience...

Companies will (quite often) release the list of games that will be playable on the show floor and don't list games that will be shown behind closed doors or as a video ...
They themselves won't be showing it off, but could show up in Sony's conference.

Nope, otherwise it would have been announced at to be shown at their E3 Presser.
It's probably going to pull a MGS4, and show up with a lengthy trailer, but actual in-game footage and possible gameplay will be shown at the TGS.
