If this is the case, what is the reason behind Nintendo not selling this alone as a game and bundling it with a Wiimote?

Also, what is the reason behind bundling Wii Sports (US and Europe) with the Wii? If this is true.

For the same reason Starfox 64 was sold with the first Rumble Pak.

It adds to the experience and it's convenient right out of the box.

And basically what OriGin said. Americans are curmudgeons at first with new things unlike Japan.
