But that doesn't make it a power. My country Australia is normally pretty high up out of 200 countries, but we're not a power. You're only a power if you can PROJECT power. The only countries that can do that single-handedly are the USA and to a lesser extent China, Japan, India and Russia.
The EU as a whole can project power, but France alone cant do jack.
