Microsoft has been buying TONS of JRPG in Japan of late, it's about time Sony did something..

Sony should have done this two years ago.

This is why nitnendo also buying some titles (rumors of ninty buying tecmos Fatal Frame since they're publishing it). Not to mention MS has bought tons of third party companies a couple years back.

Is he suggesting that Sony have not paid anything for FF XIII, v XIII or MGS 4, because they will have, I am 100% certain, although Sony's stake in SE may have helped them on the XIII front

I think they have been paying for exclsuvies all along. I know for a fact they paid for MGS4 and then there's Haze (which was probably a waste of money). But I'm not sure about FF13 and as far as I know they haven't paid for Tekken 6.

If only Sony paid for GTA4 exclusive, things would be different...

They've already been buying exclusives in some form or another. I mean, they may not be literally paying for them cash in hand, but there's no way that nothing happened under the table for Haze or UTIII.

Or did Ubisoft make Haze a PS3 exclusive out of the kindness of their hearts?
