But Fox is an alien. His power level is over nine thousand, he can go super saiyan, do barrel rolls, and big tails are awesome. Wario is......eww.

Wario is the only villain to replace Mario in a Mario game! He went from a bit villain in a spin off game to one of the icons for Nintendo games. It is an amazing turn-around for a character and a testament to his charm to capture peoples attention so quickly and easily.

Just being in the intro doesn't mean they will be playable. Ridly and another F-Zero character were both in the Melee opening for example.
