Can I safely assume that this IGN person doesn't actually still work at IGN? I mean, I know IGN is OK with severe conflicts of interest, but this is really going beyond the pale if he is.

Yes, that is tad odd. My guess is some developers are using WiiWare in this way to test the waters for possibly making retail sized shoot/hack bloody games.

Could it be that the developers have wanted to make games like this for Wii, but that Publishers have not been interested in funding them? (Sadness/Conduit come to mind)

The Publishers are the ones who think "lets copy Wii Play because it sells a lot" and then ask for a game that has about the same depth as Wii Play yet costs 2 or 4 times the price.
