It's hard to determine what the dog was actually doing from that story. 'Ran on to the road' could mean a lot of different things. The dog could have just unknowing walked on to the road or the dog could have been running around like a maniac uncontrollably. Also, if there are leash laws, then the dog owner could be found at fault for not having the dog leashed.

If im driving down the road and some dog jumps in front of my car and damages it...i damn well am going to want the owner to fix my car regardless if the dog died or not.

If this person was doing the speed limit and was unable to brake in time, then i hope he gets his money and i hope the dog owner dies for counter suing over what was their own fault.
