It's hard to determine what the dog was actually doing from that story. 'Ran on to the road' could mean a lot of different things. The dog could have just unknowing walked on to the road or the dog could have been running around like a maniac uncontrollably. Also, if there are leash laws, then the dog owner could be found at fault for not having the dog leashed.
