I mean almost 23million DS v 9million PSP.
I think DS is slowly reaching saturation of people who are interested in gaming in Japan.

Probably. Going into this gen, their biggest concern was the 360 in western markets. Pretty much everyone thought the Wii would be a flop, and considering the Xbox-brand appeal in Japan, Sony probably thought Japan was their safe territory. My oh my, how wrong they were.

Of course it's reaching saturation. That's 23 million DS's in a country whose population is 127 million.
The worst the PSP ever did was in the 20's for a few months back in mid 2005 and then averaged in the 30's for 2006 and the first half of 2007 before shooting up to the current level backed by the PSP Slim and Monster Hunter Portable 2.
The PS3 was at half that level almost all of last year and is now even lower. Granted, as mentioned previously the handheld market has really taken over in Japan.

Ehhhh, well, not really...
The PSP didn't sell all that well in Japan, but it had a userbase proportionate to the other territories even before it hit its stride. It was never in a situation nearly as dire as the PS3's. But on the bright side, the PS3 is performing better than the Gamecube, since they seem to be in close competition for sales from their respective launches.

It is not really about PSP selling more than DS...It is more about PSP selling very well now at the moment.

Aus has a population of around 20.5 million yet maybe about 2.5 million owned consoles all up. so around 10%. You are fooling yourself if you think ALL of Japan's population is a gaming market.
