The worst the PSP ever did was in the 20's for a few months back in mid 2005 and then averaged in the 30's for 2006 and the first half of 2007 before shooting up to the current level backed by the PSP Slim and Monster Hunter Portable 2.
The PS3 was at half that level almost all of last year and is now even lower. Granted, as mentioned previously the handheld market has really taken over in Japan.
