Firstly I'm from an African country (Zambia) the internet speeds are pretty good each time I visit to the point that they're on par with western countries, South Africa and other countries like Nigeria and Ghana I hear have better internet then us and these are the other major markets were consoles are sold on the continent, I'm sure the Middle East isn't too bad either.

Secondly you don't need the internet for the platform update as these will be on physical carts as that's how they make sure you have the latest firmware on your console even if you're offline, it's why the homebrew scene literally have to buy two of the same platform and keep one fully offline with no physical games ran on it to avoid firmware updates. The second you put a Switch 2 game in the console it'll update, that's how they've did it with 3DS, Wii U and prior platforms so the internet requirement claim is just not true.

You're asked but if you refuse you can't play the game it straight up tells you that the game requires an update to be played do you want to proceed to update. I've had it a few times on 3DS particularly when I bought Fire Emblem Fates and once with Wii U, other platform holders have this as well in fact Sony were the ones to introduce it with the PSP.
