It has to be Bethesda. They made a few good games pre-2000, but have been getting worse as time goes on.

 Even so, I'll vote for Bungie as well, mediocre FPS should not give them that much high praise.

 Rockstar are also up there, games just don't interest me.

Bungie no longer owns the Oni IP. I think either EA or 2K does. Can't remember exactly.
