Thinking a little more on it, it would be an odd career move for him, as a co-founder and creative director to join a team working on a game which has already released and has a fully established team, any role he could take would likely be a major step down from his current one, so I suppose in that sense it is unlikely.

Not in a co-op game with 4 players.  That means you would need to limit everyone to a certain zone and then have to snap everyone back to probably the host player.  Its a game that allows you to tackle any particular mission together, in separate groups or alone.  Maybe they can just make the singleplayer 60fps but depending on how the game designed, it probably not something easy to do without incorporating a lot of bugs instead of just doing it all at once.

I would only say if the 30fps isn't rock solid for all game modes then you delay but just to delay for 60fps not sure if that really going to mean anything.  The game needs to be fun and enjoyable first and foremost and a rock solid 30fps is fine as long as it doesn't dip during intense moments.
