I hardly doubt there was any deal regarding Persona 5. People often forget how niche Persona series were before 5. And the fact that Atlus just got acquired by SEGA. Back then Atlus was a very small company and couldn't even afford worldwide release of the game. And yet, you expect them to go multiplat. Releasing only on Playstation just made more sense at the time. I don't think there is any deal involved at all.

Would it be worth adding something like an overall rating for announcements/events too?

I think I'll allow any announced games since release dates are so fluid these days with so many delays and early announcements.
