Not sure if you meant knocking their own damns down (your post did sound like that even if it doesn't make sense so I guess I misunderstood it) or some damns in Russia but both is a no-go. You just don't destroy damns to flood and drown people. WTF... that's rightfully a war crime even if you just do it in reverse.

I reiterate that lifting restrictions on the use of capabilities against vs the Russian military involved in aggression against Ukraine, in accordance with international law, would strengthen Ukrainian self-defence, safe lives and reduce destruction in Ukraine.

First hand account of serving in the Russian army. The interviewee mentions officers executing cowardly soldiers, arms trafficking of dead soldiers weapons, rampant drug use, yadda yadda yadda. Sounds like the Russian army really sucks.
