I hope that Ukraine returns the favor, and knocks these dams down completely 

Not sure if you meant knocking their own damns down (your post did sound like that even if it doesn't make sense so I guess I misunderstood it) or some damns in Russia but both is a no-go. You just don't destroy damns to flood and drown people. WTF... that's rightfully a war crime even if you just do it in reverse.
