Try to contact steam support about it. There is probably a way to provide identification without email.

That sucks. I feel for you. My psn account uses an aol email that has been deactivated for a good five years. I don't even know how to change my email account associated with my psn, and I'm afraid if I try to it will ask me to verify my aol account.

I once had the same problem with another email provider. Have you tried creating an account with the same exact email-address? Worked for me.
